SELECTIVE LICENSING • MANAGED PORTFOLIOS
Property-safety enquiries for Westminster landlords, managing agents and mixed-use buildings
Westminster includes single-household flats, managed blocks, commercial properties and mixed-use buildings. The building’s occupancy and ward matter as much as its postcode when checking local licensing duties and commissioning appropriate certificates.
One enquiry for multiple services. Scope, availability and price are confirmed before booking. Prefer to talk? Call 07506 892739.
Do you know the ward and whether the premises are HMO-licensed?
Explain the property’s occupancy, who manages it and why an assessment is being requested. Our team can then discuss which service enquiry is relevant; the website does not make a legal determination or promise attendance without confirming availability.
Westminster licensing: location determines the next step
Westminster’s selective property licensing scheme began on 24 November 2025 and applies to most qualifying private rented homes in 15 of its 18 wards. Pimlico South, St James’s and Vincent Square were outside this selective designation as published; other HMO licensing regimes may still apply. Verify the property’s ward using the council’s official lookup.
Westminster’s licensing application guidance identifies the EICR and, where applicable, a current gas safety certificate among documents to prepare. A landlord with multiple units in one building should separate individual flat inspections from responsible-person duties for common parts. For mixed-use sites, disclose any shared areas or installations.
Which services can you request?
Electrical reports for landlords
Check scope for each rental unit and previous electrical reports.
Energy assessment and EPC
Confirm the correct property or unit and assess whether an existing EPC remains valid.
Fire risk assessment
Explain the use and management of the building’s shared areas.
Other enquiries: Gas Safety, EPC, EICR, Fire Risk Assessment, Legionella Assessment and Asbestos Survey. Only order services applicable to your property.
A ward-based check comes before a booking
A Westminster address alone does not prove selective licence eligibility. Ask whether the property is privately rented, in a designated ward, and already covered by an HMO licence. Council guidance should govern licensing decisions; this website handles service enquiries rather than licence applications.
Check the official source: Westminster City Council ward licensing guidance. Local rules and designated areas can change; the council is responsible for licensing decisions.
What to prepare for an accurate Westminster quotation
- The exact Westminster postcode and ward, where known.
- Whether the property is single-let, an HMO, a managed block or mixed use.
- Current electrical, gas and energy records.
- Any access restrictions, concierge arrangements or communal-area responsibilities.
Clear details. A properly scoped next step.
Submit the property postcode and relevant reports or context. This is a quotation request—not a confirmed booking, council licence or certification guarantee.
Westminster property compliance FAQs
Does every Westminster private rental need selective licensing?
Not automatically. The scheme covers designated wards and certain property categories; review current council information and applicable exemptions.
Can I arrange the inspection of more than one flat?
Yes, request a multi-property quote, specifying the individual units and the relevant service for each.
Do you handle council licence applications?
No. You should apply for any relevant licence through Westminster City Council. We handle enquiries for the property inspections, assessments and certificates listed on this website.
